Region 10 NSOs Conducts Family Health Survey for 2011

Provincial offices of the National Statistics Office in Region 10 joined the weeklong 2nd level training for the 2011 Family Health Survey at the Chali Beach Resort in Cagayan de Oro on July 24 to 30, 2011. The Provinces of Bukidnon, Camiguin, Lanao Norte, Misamis Occidental and Misamis Oriental hired only women for the field work of FHS.

The 2011 Family Health Survey (FHS) is a nationwide survey designed to provide information on maternal and child health, family planning and other health-related concerns in order to assist policymakers and program managers in  evaluating and designing strategies for improving health and family planning services in the country. The 2011 FHS will update findings from the series of Family Planning Surveys conducted from 1995 to 2006, and various rounds of the National Demographic and Health Survey.

The FHS is a stand-alone survey and will involve interviewing all women who are 15 to 49 years of age in the sample households. These women will be asked questions about some of their background characteristics, the children they have given birth to, use of family planning methods, the health of their children, their reproductive health and other information which will be helpful to policy makers and administrators in the field of health and family planning.

Authority for the 2011 FHS, Section 2 of Commonwealth Act No. 591, approved on August 19, 1940, authorized the Bureau of the Census and Statistics (now NSO) to collect by enumeration, sampling or other methods, statistics and other information concerning population and to conduct, for statistical purposes, investigations and studies of social and economic conditions in the country, among others.

With this regard NSO 10 Regional Director Dr. Salvador A. Aves wholeheartedly request all respondent households in Region 10 for cooperation and support for the enumerators of 2011 Family Health Survey. Enumeration period is from August 1 to 26, 2011.

NSO REGIONAL DATA DISSEMINATION FORUM FOR 2009 FIES ATTENDED BY CDO’S MULTI-SECTORAL REPRESENTATIVES


Line agencies, Academe, LGU’s, Private sectors, the Tri-Media among others attended the Regional Data dissemination forum for the 2009 Family Income and Expenditure survey result held at the  Grand Caprice Restaurant on June 22, 2011. 

The 2009 FIES is a nationwide survey of households by the National Statistics Office, first conducted in 1957 but undertaken every three years since 1985. It is the main source of data on family income and expenditure, which include levels of consumption by item of expenditure as well as sources of income in cash and in kind. The results of FIES provide information on the levels of living and disparities in income of Filipino families, as well as their spending patterns.


2009 FIES survey result in Region 10 – Northern Mindanao, with a total of 839, 000 families earning an income of 138,256,000 and expenditure totaling 116,690,000.

Aves (left) opened the Forum with a welcome message, while Regional Director for Asia Hon. Tomas P. Africa (right), delivered some data on the Family Income Distribution in the Philippines, 1985-2009 of which Director Africa said that the good news is that the income distribution is not worsened but the bad news is it has remained essentially the same. 
 In summation, Director Africa said there is an utter lack of information on distribution of family income which the government, particularly the NSO and the statistical system, need to address.   Perhaps one of reasons why the distribution has generally remained unchanged is because even if many think that this is so, there has been insufficient empirical evidence to establish its extent and chronicity. I also urge the National Statistics Coordination Board  
(NSCB) to come up with an official definition of the often-used ABCDE socio-economic classification & the ‘generic’ low-middle-high income classes in cooperation with academe and private sector.  Many policy and decision-makers & the general public have accepted & used these rather than deciles, quintiles and percentiles.  These can also help improve statistical literacy of society, in this case understanding income distribution.

The National Statistics Office Region 10 Civil Registration Serbilis (CRS) outlet based in Cagayan de Oro City posted a 100 percent performance in the cumulative distribution of authenticated vital documents on births, deaths and marriages for the month of May 2011. 

It is the only serbilis outlet in the country that hits a 100 percent performance in the cumulative distribution of converted AU and CI transactions by outlet and POS-TO-PRINTING duration within 2 hours excluding payment, queuing and post-printing activities such as sorting/matching and releasing of the document.

For the month of May 2011, NSO R-10 had served 26,762 transactions from all over the region and even those coming from other regions. It may be recalled that NSO R-10’s Serbilis Outlet in Cagayan de Oro City has maintained this 100 per cent performance since June 2009.

It may be noted that among the different types of vital documents, the most requested are birth certificates which recorded a total of 16,886 for the month of May 2011, followed by marriage certificates with a total of 3,190 and death certificates which totaled to 401. It may be interesting to note that an emerging need for Certificates of No Record of Marriage, otherwise known as CENOMAR, has recorded an increasing demand among prospective brides and grooms to ensure that there is no legal impediment between the parties intending to contract marriage. 

For the month of May 2011, the request for CENOMAR reached a total of 3,158. CENOMAR is required by the civil registrars and the solemnizing officers before the issuance of a marriage license and the solemnization of marriage. With regard to the need for authenticated birth certificates, such documents are needed to support various transactions such as enrollment, application for board exam, passport/visa, insurance and other transactions. The Overseas Contract Workers (OCWs) or those with existing work contract abroad comprised 94.9 percent (1.9 million) of the total 2.0 million OFWs during the period April to September 2010.

In Region X, the percentage of overseas Filipino workers went up to 0.2 percent from 2009 to 2010 or 40,000 comes from the region. The largest proportion of OFWs came from CALABARZON with 16.0 percent followed by Central Luzon with 14.4 percent and the National Capital Region with 13.8 percent. The number of OFWs from these three regions altogether comprised 44.2 percent of the total number of OFWs. On the other hand, the smallest proportion of OFWs came from Caraga (1.4%).

There were more male OFWs (52.3%) than female OFWs (47.7%). Female OFWs were younger compared to male OFWs. Twelve percent of female OFWs were in the age group 15 to 24 years and 30 percent were in the age group 25 to 29 years, while the corresponding percentages of male OFWs in these age groups were 7 percent and 21 percent. Female OFWs aged 45 years and over made up 11 percent of all female OFWs. For male OFWs 45 years old and over, the corresponding proportion is much higher at 22 percent.

Saudi Arabia was the most preferred destination of OFWs with 22.1 percent of the total OFWs working in this country during the period April to September 2010. The other preferred destinations of OFWs were: United Arab Emirates (15.1%); Qatar (6.3%); Singapore (5.9%); and Hong Kong (5.7%). Almost one-third of the total OFWs in April to September 2010 were laborers and unskilled workers (32.0%). Those who worked as service workers and shop and market sales workers made up 15.1 percent. The trade and related workers (14.9%) and plant and machine operators and assemblers (14.3%) registered similar proportions.

The total remittance sent by OFWs during the period April to September 2010 was estimated at 141.2 billion pesos. These remittances included cash sent home (104.9 billion pesos), cash brought home (30.1 billion pesos) and remittance in kind (6.2 billion pesos). Of the total cash remittance sent by OFWs, the remittance sent by laborers and unskilled workers comprised the biggest share with 20.6 billion pesos or an average remittance of 39 thousand pesos per OFW. OFWs working in Asia, comprising 80 percent of all OFWs, have the biggest share of cash remittance (70.9% of the total cash remittance). The proportions to total cash remittances that came from other countries were: North and South America (11.7%), Europe (11.3%), Africa (3.8%) and Australia (2.3%). The majority of OFWs sent their remittance through bank (73.7%) while the rest through door to door (8.0%), agency or local office (3.1%), through friends or co-workers (0.9%) or through other means (14.4%).
