Regional Director's Biography
Twenty-seven years of experience as management and technical person in administrative, financial, statistical operations, information technology, and civil registration work including 12 years as Regional Director of the National Statistics Office in Region 10. More than four years of experience teaching in the graduate course in the field of Management and Sociology at Capitol University. A graduate of Bachelor of Arts, Bachelor of Laws, Master of Business Administration and Ph.D. in Sociology. Expert in Civil Registration Laws and Procedures having written three (3) Volumes of Civil Registration Books which are widely used as reference by Civil Registrars, Judges, Lawyers and Students. Conceptualized and Implemented a successful Barangay (Village) Civil Registration System in the Region which is now adopted by other regions in the Philippines. A recipient of Kapwa Award having produced a Teleplay on Civil Registration and was conferred as DATU of the Manobo-Mamanua Tribe having successfully assisted in the recognition of the customs and traditions of the tribal group through civil registration. Recipient of Outstanding Fellow on Public Administration by the Phil-Japan Fellows Association and Lingkod Bayan Award, the highest Presidential Award conferred by the President of the Republic of the Philippines to public officials/employees who have rendered outstanding performance which resulted to the successful implementation of an idea/concept that bears nationwide impact on public interest, security and patrimony.
